Model of Spatial Development of Hamburg

  • Setting of Objectives
    Hamburg (the population: 1.8 mio) has to transform into a thriving international megalopolis. The city wants to boost its international competitiveness with developed economy and advanced living standards. The project of principles of spatial city development submitted in 2007 specifies urban development measures with due regard to the above policy objectives.
    The city spatial development guidelines determine the basics of urban development until 2020 as per the five target messages, the central development plan, the nine topical plans and several illustrations.
    The guidelines of urban spatial development determine objectives, tasks, priorities and strategies of prospective development of cities. The expected changes have to be implemented in a way as to preserve the quality of life in the city and the perception of Hamburg as a ‘green megalopolis on the water.’
    The planning system that unites a wide variety of individual city projects creates a systemic framework for zoning plans but offers not a single detailed statement as to the future use of specific areas and plots; still, it identifies key urban development points.
    In practical terms, it’s about public relations. The spatial vision also envisages publicity, transparency as to the long-term urban development objectives. It is necessary to convince residents, the local government and, together with them, investors, developers and project designers in their important contribution in the process of city development. That way general ideas can be generated and necessary areas to be developed in line with the guidelines identified.
