City district development planning has a timeframe of 10 to 15 years and is mandatory for administrative authorities.
The central city district model has two levels:
• Whole district level;
• Level of residential neighbourhoods (city parts) and quarters
City district development planning is based on the six mission principles:
Urban-developing and social actions to provide for livelihood of the central part of the city; integration and intertwining of metropolitan and citywide utilisation areas; elimination of shortcomings and conflicts in infrastructure and social facilities; preservation and development of industrial development and existing manufacturing facilities; preservation, improvement and development of natural structures and resources; also, elimination of environmental pollution aftermaths; targeted preferential development of urban transport, also of cycle and pedestrian traffic.
City district development planning allows a uniform planning for the whole city centre with possibilities of regular upgrades to match immediate needs.
